GENERAL STATEMENT OF RESPONSIBILITIES Under general supervision, this position supports the Office of Neighborhood Services and champions the City’s efforts to invest in and strengthen neighborhoods to create a sense of place, where people thrive and are connected. Reports to the Neighborhood Servies Manager.
ESSENTIAL JOB FUNCTIONS Assists in efforts to establish neighborhood improvement efforts, as well as the administration and management of programs and processes established to support Newport News neighborhood development. Responsible for assisting with community engagement & outreach activities, strategic planning initiatives, civic education, program design, partnership and board development, grant management, community reinvestment actions, and/or urban design & policy. Provides monitoring and reporting for neighborhood grant programs Supports efforts to build strong relationships between community groups and local government representatives in order to strengthen community leadership and improve public engagement within the City. Supports the City’s Neighborhood Leadership Institute and the development of Neighborhood Associations Citywide. Assists in the planning and implementation of a variety of services and community support activities including logistical and financial support, communications, program implementation, and outreach. Assists and serves as trained facilitator for community engagement activities; facilitates workshops related to Asset Based Community Development (ABCD) initiatives. Meets with community groups, city departments, Non-Profit, charitable groups, religious communities, youth groups, and other businesses and education entities. Assists with community asset discovery, connecting them to support resources, and mobilizing groups for action. Provides general organizational and administrative support to the City Manager’s Office through document and system management. Supports team members in project tasks, communications, event setup, and outreach support. Performs other duties as assigned.

REQUIRED KNOWLEDGE • Asset Based Community Development (ABCD) – General knowledge of ABCD, focusing on leveraging community strengths and resources to foster growth. Knowledge of community asset mapping, building relationships, and facilitating inclusive, strength-based initiatives that empower residents to become significant partners in addressing neighborhood/community issues. • Public Relations and Communications – General knowledge of the principles, techniques and methods of public relations, marketing, communications using a variety of sources including social media. Knowledge of the processes and equipment used in the design and preparation of multimedia graphics, brochures and other visual aids. Knowledge of advertising and publicity, including researching, preparing and disseminating public information. • Program Management – Knowledge of program planning and implementation to include research, development and evaluation methods that align with the organization’s strategic plans. • Customer Service - Considerable knowledge of principles and processes for providing customer service. This includes setting and meeting quality standards for services, and evaluation of patron satisfaction.

Considers the relative costs and benefits of potential actions to choose the most appropriate one.
REQUIRED ABILITIES • Communication – High energy focus on engagement and connection with audiences from all levels across diverse communities. Ability to communicate complex ideas effectively so others will understand to include preparation of reports and medical records. Ability to handle a variety of issues with tact and diplomacy and in a confidential manner. Ability to manage difficult or emotional situations; responds promptly to customer needs. • Time Management – – Ability to plan and organize daily work routine. Establish priorities for the completion of work in accordance with sound time-management methodology to meet strict deadlines. • Accounting and Budgeting – Ability to perform arithmetic, algebraic, and statistical applications. Ability to employ economic and accounting principles and practices in the analysis and reporting of financial data.
EDUCATION AND EXPERIENCE Requires any combination of education and experience equivalent to Bachelor's Degree in Planning, Urban Studies, Communication, Public Relations, Public Administration, or related field and 2-3 years of directly related experience coordinating, developing and implementing community inter-agency prevention or intervention programs involving at-risk youth.
ADDITIONAL REQUIREMENTS Requires a comprehensive background investigation to include a state and local criminal history check and a sex offender registry check. Requires a valid driver's license with an acceptable driving record. Some evening and weekend work required.
PHYSICAL REQUIREMENTS • Requires the ability to exert light physical effort in sedentary to light work • Some lifting, carrying, pushing, and/or pulling of objects and materials of light weight )5-10 pounds). • Tasks may involve extended periods of time at keyboard or workstation. SENSORY REQUIREMENTS • Some tasks require the ability to perceive and discriminate sounds and visual cues or signals. • Some tasks require the ability to communicate orally. ENVIRONMENTAL EXPOSURES Essential functions are regularly performed without exposure to adverse environmental conditions. May require exposure to rude/irate people.
