The Challenge
We are hiring a Commissioner of Motor Vehicles to lead the NC Division of Motor Vehicles (NCDMV).
In this role, you will provide comprehensive oversight, direction, planning and management for NCDMV by setting overall goals and objectives for the daily operations (Driver Services, Vehicle Services, Administrative Hearings, and Operations).
Your major leadership areas include:
Strategic and Organizational Planning
- Assess organizational needs, determine strategic objectives, impacts, and priorities, and set strategic goals.
- Coordinate, develop, and administer initiatives that maintain the integrity and security of NCDMV records.
- Plan for the best utilization of staff and available resources to meet program goals.
- Determine organizational structure and implement organizational changes based on new program emphasis and priorities in accordance with State and NCDOT personnel policies and procedures.
- Coordinate with other organizations to build and strengthen initiatives, programs, and services offered through NCDMV.
Administrative and Programmatic Management
- Direct overall operations of the Division, including preparation and submission of budget requests, evaluation of staff, equipment, and space needs.
- Develop and administer NCDMV-wide policies, procedures, practices, and work.
- Develop quality assurance standards and measurements to comprehensively assess the quality of NCDMV programs and services.
- Review records, reports, and activities of Directors and/or project managers and related projects to ensure program goals are met.
- Maintain integrity of NCDMV data.
- Coordinate NCDMV-wide efforts with law enforcement and with other state/federal officials to identify and investigate fraudulent documents and other issues that potentially compromise the integrity of NCDMV data.
- Provide indirect administrative management to approximately 1,600 NCDMV staff plus 128 contracted License Plate Agencies statewide.
Staff Management
- Review and approve personnel actions, including recommended candidate selection for new hires, promotions, horizontal/lateral transfers, and reassignments.
- Review and approve requests for salary adjustments and classifications reviews in accordance with State and NCDOT personnel policies, procedures, and practices.
- Administer counseling and other disciplinary measures. Review and approve disciplinary action, including written warnings, suspensions, demotions, dismissals and investigatory placements in accordance with State and NCDOT personnel policies, procedures, and practices. Administer State and NCDOT grievance procedures. Resolve grievances internally when possible and counsel employees regarding problems.
- Administer our performance management program, including reviews and approvals of performance appraisals and other performance management documents.
- Determine staff training needs and plan for training that will assist employees in gaining knowledge, skills, abilities, and competencies needed to meet program goals and objectives.
Legislative Research, Development and Planning
- Maintain awareness of proposed legislation that may have potential impaction NCDMV.
- Review legislation prior to implementation. Research and assess potential direct and indirect impacts, including budgetary impact, human resources needs, space and equipment needs, etc. Prepare fact sheets and fiscal notes, documenting information as required.
- Determine need for new legislation. Develop and draft proposals for legislation as needed.
- Coordinate implementation of new programs and services related to changes stemming from new legislation.
- Develop policies, procedures, and practices needed to successfully implement new legislation.

- Knowledge of working through detailed guidelines, regulations, policies, and references.

- Ability to maintain effective working relationships with state, federal and local agencies, community groups, and the public.
Education & Experience
- Bachelors degree in Business Management, Public Administration or related field, and
- 6+ years of administrative/management experience; or
- An equivalent combination of education and experience.
